I can do it on some alts, and the character working through the story, but I had an alt that couldn't start it; all the alts I tried it with were level 80.
Don't worry about messing up anything. You get enough hero points to fully level up all of your core traits, both of your elite specs and still have more than 400 excess hero points. You can also change your traits, builds and gear at for free and as many times as you want to, as long as you aren't in combat.
