Stick with a governor of the cities culture, then don’t build anything. Cancel any current building projects and use the festival and games option to increase loyalty. Sit in the city until loyalty is around 30. Make sure there’s no hideouts around and solve settlement issues in the city and the bound villages.

Best way is to put them in charge of a party, then follow them around until until they get in a fight, then swoop in and rescue them. Guaranteed increase in relations, If they are in a party and if they are relatives and not your rowdy friends and if you are in a kingdom, you can talk to them and give them stuff. Maybe money, too.
